Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been defused. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of contrasting events captured the bleak nature of the outgoing year. By day, political struggles are waged: hopeful statements are delivered from various governments. Significant resources is expended on managing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity provided through current data. From vantage locations, military aircraft that had been scrambled to engage hostile guided weapons streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems activated: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, probably supplied through partner states. Every deployment shakes the surroundings, causing tremors. The brief panic quickly gives way to sober acceptance: possibly the hostile projectile won't strike its target this time, protecting urban areas from devastation and further power outages.
Continuous Dangers
Not long after, a heavy machine gun fired at a drone somewhere nearby, part of a defensive team – most likely imported technology. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its objective.
With pauses, this persisted until dawn. Kyiv faced the daybreak reports: several casualties, devastation and utility failures in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's vital need on external assistance – a dependence that regional partners are clearly incapable to replace in the near term.
Unsuccessful Negotiations
The comprehensive proposal from US administration provoked deep reactions, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new initiative from US leadership follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, persist.
Political Considerations
It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. Washington works based on a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration presumes that it is unrealistic to pressure the Kremlin to surrender the land that it already controls in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through statements or actions, from assuming that the current condition will not evolve additionally in its advantage in the months ahead.
Divergent Views
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their motivation to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a total frontline collapse until circumstances change in its favour.
Existing Situation
Realistically, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their priority does not switch to domestic problems. And although their mission will now be much harder after current events, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a only one week to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
