AI Chatbots Provide ‘Misleading and Partial’ Election Guidance, Claims Dutch Watchdog

AI chatbots are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has stated, issuing warnings about a possible risk to democracy just eight days before the country’s general election.

Study Shows Consistent Bias in Chatbot Recommendations

The quartet of AI assistants evaluated by the authority “often end up with the same two parties”, regardless of the user’s question or command, the watchdog explained in a analysis released ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the voter’s query exactly matches the stances of these parties, the study indicated.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The deputy head of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their political views, she emphasized.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their operation is unclear and difficult to verify.”

Election Context and Party Dynamics

The Dutch head to the polls on October 29 in an election that will be closely watched around Europe for the performance of the PVV.

The far-right party of Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with many voters still undecided.

All major parties have ruled out an alliance with the Freedom party, implying the party that comes second is most likely to supply the future head of government.

Inadvertent Prejudice Linked to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
